I think once she figures out crawling on all fours she might forget the whole being careful of her head. I have seen that in other babies. Lets see.

It's proof of Indian citizenship - yes, issued by Indian government. But it's not really citizenship. It will allow her to enter the country and live in it without needing a visa. She can live there up to 15 years and then having to renew her status.
